III Encuentros de Navarra. La vivienda que queremos.
Pamplona.

Specialists in collective housing by vocation, they have won most of their commissions through public competition.

Urban planner and architect, born in 1944. A student leader in Madrid and secretary of the UIEA between 1964 and 1968, he completed his degree in Barcelona in 1968 and took a Master in City and Regional Planning at the University of California, Berkeley, between 1971 and 1973. From 1973 to 1975 he studied housing needs in Lisbon and Madrid through seminal survey work.
An old hand at advocacy planning, he took part in Orcasitas in the operation that opened Spain’s democratic era in Madrid with 50,000 public homes fought for by residents on land that had been shanty town. Four times winner of Spain’s National Town Planning Award — among them for the 1985 Madrid Master Plan — he also received the UIA Town Planning Award in 1987 and the Hainan award in China in 2004.
He has drafted municipal and regional master plans and has planned large fragments of cities around the world, above all through major urban projects: Alto do Lumiar, the extension of Lisbon, is built and largely occupied, while others remain reference points in Bilbao, Almería, León, Porto, Bogotá, São Paulo, Buenos Aires, Haikou, Benguela and Tianjin. Invited to major international competitions from Paris in 1991 to the genesis of the new Beijing in 2016, he now chairs the CASAS Foundation, created in 2023 to provide affordable rental housing.
